Dr. Wong serves as Chairman of the Board of Vivant Health with a career-long devotion to compassionate and high-quality patient care. He has instilled across the company that same level of commitment and dedication to the service of Vivant Health’s patients, providers, and community partners. Dr. Wong’s commitment to our healthcare communities also spans medical practice, academia, and business.
Dr. Wong served as a specialist physician and leading practitioner both locally and across California in the fields of Pulmonary Medicine, Infectious Diseases, and Critical Care. He has held a multitude of leadership positions, including as President of the American College of Chest Physicians, California Chapter, and as President of the Infectious Diseases Society of Northern California. At Mercy General Hospital, he held numerous positions, including Chief of Staff, Co-Director of the ICU Program, Medical Director of Infection Control, and Chairman of the Pharmacy and Therapeutics Committee. At Sutter Community Hospitals and Methodist Hospital, he also held various leadership positions in Infectious Disease and Pulmonary Medicine.
Throughout his career, Dr. Wong has maintained a strong commitment to medical education. His love of medicine inspired him to join the co-founding of California Northstate University (CNU) College of Medicine. As the Senior Associate Dean of Clinical Medicine at CNU College of Medicine, he established the University River City Faculty Practice Plan, a partnership between CNU College of Medicine and Vivant Health that enables all CNU College of Medicine Clinical Faculty to see Vivant Health patients. He recruited hundreds of physicians as Clinical Faculty and created Vivant Health patient access to our community’s most exceptional physicians. He is also a Clinical Professor of Pulmonary Medicine and Infectious Diseases at CNU College of Medicine and a former Clinical Professor at the UC Davis School of Medicine. He also was the Founder and Chairman of two longstanding symposia, the Annual Infectious Diseases Symposium and the Annual Pulmonary & Critical Care Medicine Symposium.
Dr. Wong has also advanced healthcare education beyond medicine as one of the leading members of CNU’s Board of Directors. During his tenure, CNU now includes the Colleges of Medicine, Pharmacy, Health Sciences, Psychology, and a Graduate Program in Pharmaceutical Sciences. Further expansion of CNU’s campus of colleges will include the Colleges of Dental Medicine and Nursing, a Graduate Program in Health Administration, and a University Research Center.
Dr. Wong also joined in the co-founding and development of CNU Medical Center, a state-of-the-art, 12-story, 300+-bed teaching hospital and treatment center currently under development in partnership with the Sacramento Kings and the city of Sacramento. Vivant Health’s network of physicians and patients will benefit from the opportunities and resources at this cutting-edge facility, which will be staffed by top physicians and other industry-leading healthcare providers utilizing the most advanced medical research, techniques, and technology.
Dr. Wong has also led other medical and healthcare corporations throughout his career, including as Chief Executive Officer, President, and Chairman of the Board.
Dr. Wong has been awarded distinctions over his career, among them as a Top Doctor in Infectious Disease, Pulmonary Medicine, and Critical Care (All Multiple Years – Sacramento Magazine), Consulting Physician of the Year (Multiple Years – Catholic Healthcare West/Dignity Health), and the Recipient of the Golden Stethoscope Award (2017 – Sierra Sacramento Valley Medical Society).
Dr. Wong was born and raised in Sacramento. He received a Bachelor of Science Degree from the University of California at Berkeley and a Medical Degree from UCLA School of Medicine. He completed his specialty training with fellowships in Pulmonary Medicine and Infectious Diseases at the University of California Davis School of Medicine.
Dr. Wong is a Diplomat of the American Board of Internal Medicine, the American Board of Infectious Diseases, and the American Board of Pulmonary Disease. He is also a Fellow of the American College of Physicians and a Fellow of the American College of Chest Physicians.
Janice Milligan serves as Vivant Health’s Senior Vice President of Community Relations and Program Development. In that capacity, Ms. Milligan is responsible for the ongoing development and implementation of Vivant Health’s public and community program partnerships. This role is a continuation of her 30 years of experience with developing and building innovative and results-driven public and private partnerships that improve access to healthcare, promote coordination of care, and ultimately produce improved healthcare access. She also serves a strategic role as a member of the Vivant Health executive team.
Ms. Milligan began her career as a clinician, working with children with special healthcare needs and in the early Midwest hospice movement. Prior to joining Vivant Health, she spent 20-plus years at Health Net of California developing and implementing successful strategies for increasing access to healthcare for special populations throughout the state. She is a recognized leader in the industry for her expertise and tireless determination in creating improved healthcare access solutions, including her award-winning work in creating the Healthy Kids insurance program in nine CA counties.
Ms. Milligan is a graduate of Marian College and Indiana University. She has applied her education in psychology, ethics, and nursing, along with her own experience as an adoptive mother of a daughter with special healthcare needs, to advancing Vivant Health’s commitment to building healthcare partnerships in the communities it serves.
Dr. Abad is President Emeritus of Vivant Health. Prior to his retirement, he served as its President and Chief Medical Officer. In those former capacities, he chaired the Peer Review Committee, Utilization Management Committee, Quality Improvement Committee, and Pharmacy and Therapeutics Committee and also provided medical oversight and clinical resources for the affiliated primary care physicians associated with Vivant Health.
Prior to joining Vivant Health, Dr. Abad was the Attending Physician and Instructor in Medicine at the University of Southern California Medical Center, Senior Attending Physician in Pulmonary Disease for Rancho Los Amigos Hospital, TB Controller with Sacramento County Health Agency, Chief of Staff at Methodist Hospital, Physician Manager at MedClinic in south Sacramento, and a variety of other positions within the field.
Dr. Abad is a graduate of the University of Madrid School of Medicine in Madrid, Spain. Dr. Abad completed his internship at Tucson Medical Center in Tucson, Arizona, and did a fellowship in pulmonary diseases at the University of Southern California School of Medicine in Los Angeles, California. Dr. Abad has had a multitude of affiliations including, but not limited to, member of the Board of Directors and Chief of Medical Staff at Methodist Hospital, President of Sacramento-El Dorado Medical Society, member of Mercy Health Sacramento, and member of Sutter Club. Dr. Abad is a member of the American College of Physicians and the American Medical Association, as well as a member of the Society for Critical Care.
Judy Swauger became part of the Vivant Health team in 1996. In her current position as Senior Vice President of Clinical Operations and Quality Management, Ms. Swauger is responsible for the coordination and oversight of clinical operations consistent with the programs developed that optimize best practices of patient care for Vivant Health. Ms. Swauger is responsible for promoting high standards of practice through the development of policies, protocols, and practice guidelines, as well as by leading clinical areas of professional services and technical services according to disciplined metrics as set forth by the organization’s strategic plans. She leads daily operations, interprets changes in the marketplace, generates ideas, and participates in quality assurance initiatives that increase Vivant Health’s market advantage.
After over 40 years in the medical field, Ms. Swauger has held a multitude of positions, including Clinical Education Specialist and Administrator of E-Learning Systems at Sutter Health, Manager of Utilization Management at Health Plan of San Joaquin, UM Nurse at Pacific Partners PPMSI, District Manager at Kelly Assisted Living, Supervisor Case Management and Utilization Review at Health Net, Supervisor of Medical Management at Omni Healthcare, Regional Clinical Director for Colorado & Wyoming at TRIWEST, Charge Nurse of Operating Room at Sutter Auburn Faith Hospital and LA County Medical Center, Surgery Supervisor at Eskaton Corporation, and Director of Nursing Specialties.
Ms. Swauger has a Diploma in Nursing from Los Angeles School of Nursing and a Bachelor’s Degree in Healthcare Administration from Chapman University. Ms. Swauger is also a member of the Association of Operating Room Nurses.
Dr. Andrews serves as Chief Medical Officer for Vivant Health with primary focus on quality assurance of outpatient diagnostic and specialty care referrals, reducing hospital readmission rates, and improving the quality of chronic disease management in the Vivant Health Medi-Cal population. As part of the senior management team, he also contributes to the strategic decision–making and operational activities of the company.
Dr. Andrews has over 20 years of experience as an Internist within the uninsured, Medi-Cal, and commercial–insured populations. His prior roles include service as a Medical Director, a Deputy Public Health Officer for Communicable Diseases, and an Administrator for the county of Sacramento. His professional experiences are further influenced by his volunteer work providing medical and dental services to impoverished villagers in remote regions of Vietnam.
He is board–certified in Internal Medicine and has a Medical Degree from Thomas Jefferson University Medical School in Philadelphia, Pennsylvania. He also has a Master of Science in Molecular Biology from California State University at San Francisco and a Bachelor of Science in Bio-psychology from the University of California, Davis.
Kendrick Que serves in the dual roles of Chief Operations Officer and Chief Information Officer at Vivant Health. Previously, he held positions at River City Medical Group, including CEO, Co-CEO, and COO of different entities under the RCMG – Vivant Health group. With extensive executive leadership experience in healthcare delivery transformation, Mr. Que is a strategic leader adept at turning around health systems, driving cultural change in large organizations, and assembling teams focused on growth and financial success. His primary focus lies in healthcare innovation and creating sustainable management solutions for risk-bearing entities.
As Chief Information Officer, Mr. Que will lead the implementation of technology solutions throughout the business. This includes utilizing technology to streamline business operations, enhance data management, and foster innovation within the organization. Mr. Que will be pivotal in spearheading the company’s digital evolution and maintaining competitiveness in the market.
For more than 25 years, Mr. Que has served in senior executive positions. During his time at The Advisory Board, he concentrated on providing executive management services to multiple hospitals and medical group systems. While at Dignity Health, he served as the Administrator for Mercy Medical Group (MMG), the hospital system’s foundation model medical group. Under his leadership, MMG expanded to 12 sites and employed over 350 physicians. Mr. Que has also held progressive roles in the payor space, having worked for both UnitedHealthcare in managing the several counties in Northern California’s Bay Area and Harvard Pilgrim Healthcare in growing their Medicare product lines in the State of Massachusetts.
Mr. Que earned his Bachelor’s Degree and Master of Business Administration from Boston University.

Randy Homer serves as Vivant Health’s Senior Vice President of Network Operations & Medicare at Vivant Health, where he assumes the role of steering the strategic leadership and executive oversight of the organization’s Medicare Advantage (MA) operations and network development. Collaborating closely with the Contracting, Credentialing, and Provider Relations departments, Mr. Homer is instrumental in the growth of one of the most extensive IPA provider networks in Northern California. Mr. Homer is also instrumental in overseeing the integration of provider networks, improving HEDIS compliance, and ensuring operational efficiency across all departments under his purview.
Mr. Homer’s extensive clinical background encompasses over 15 years of experience in Pulmonary, Infectious Disease, and Critical Care Medicine. His leadership has included managing Vivant Health’s clinic businesses, including University Chest Medicine and University Physical Therapy. By seamlessly integrating his clinical acumen with his executive duties, he brings a unique perspective to his leadership responsibilities, ensuring that the highest standards of patient care and medical excellence are upheld across multiple departments in Vivant Health.
Mr. Homer earned his Bachelor of Science in Nursing from California State University, Sacramento. He then received his Physician Assistant and Nurse Practitioner Licenses from Stanford University, followed by a Master of Business Administration from Washington State University’s Carson College of Business.
Sarath Artham serves as Chief Executive Officer of Vivant Health, where he steers the organization with a strategic focus and operational acumen that drives results. Under his leadership, Vivant Health advances its mission to inspire hope and promote health equity by delivering integrated clinical practice, leveraging advanced healthcare technology, providing innovative care solutions, and fostering strong partnerships among health plans, patients, and care providers.
Mr. Artham is a staunch advocate for continuous innovation. His dedication to keeping Vivant Health at the cutting edge of healthcare delivery ensures that the organization remains a trusted and authoritative leader in the industry.
With a distinguished career spanning over 25 years in the healthcare industry, Mr. Artham has held senior executive positions that underscore his deep expertise and influence in the field. His roles as Chief Population Health Officer at Elica Health Centers and Senior Vice President of Administration and Chief Technology Officer at River City Medical Group are testaments to his ability to lead complex organizations through periods of significant growth and transformation. His leadership in these roles has been critical in advancing major initiatives, including the successful implementation of CalAIM and the expansion of managed care services.
Mr. Artham’s reputation as a leader is further solidified by his work at the forefront of population health and AI-driven healthcare technology that not only addresses the industry’s most complex challenges but also enhances care delivery and significantly improves patient outcomes. Mr. Artham holds a Master’s Degree in Business/Commerce from Osmania University and a Certificate (expected 2024) in Artificial Intelligence from the University of California at Berkeley.

Sean Atha serves as Senior Vice President of CalAIM Initiatives and Community Health Integration at Vivant Health, where he utilizes his leadership and expertise in fostering community health coalitions and forging strategic partnerships for underserved populations. This role underscores Vivant Health’s commitment to advancing community health through innovative, collaborative approaches.
With over 30 years of experience in the Medi-Cal Managed Care industry, Sean has consistently demonstrated his ability to lead with vision and leadership. For the past decade, he has served as Vivant Health’s Senior Vice President of Business Development, where he fostered the organization’s growth into new and innovative product lines. His leadership has positioned Vivant Health as a key player on both state and national stages, particularly within America’s Physician Groups, where he has made significant contributions to shaping healthcare policy and practice.
Sean is a dedicated leader who serves the Medicare and Medi-Cal populations. He has managed Medicaid programs for major organizations like Anthem and Health Net, guided the provider network designs, and influenced access standard regulations at the California Department of Health Care Services. Sean’s contributions have significantly impacted managed care implementation across California, benefiting countless underserved populations. Sean serves on numerous advisory committees within the Department of Health Care Services and the Department of Managed Health Care. He is also a Co-Chair of the Executive Committee for the California Quality Collaborative and is the America’s Physician Groups Medi-Cal Forum Chair, where he provides insights as a Medi-Cal subject matter expert.
Sean earned his Master’s in Health Administration from the University of Southern California and a Bachelor of Arts in Politics, Legal Studies, and Economics from the University of California, Santa Cruz. His academic foundation, coupled with his extensive professional experience, equips him to lead and inspire confidence in those he serves.
Timothy Wong serves as Vivant Health’s Executive President and General Counsel. As Executive President, he provides strategic leadership, vision, direction, and oversight of Vivant Health’s Executive Team and throughout the company’s business and operations, and he also establishes key business initiatives and goals in furtherance of Vivant Health’s purpose and mission. As General Counsel, he directs all legal matters for Vivant Health.
Mr. Wong brings a wealth of professional experience to Vivant Health, including the leadership of a seasoned corporate executive and the expertise of an attorney at law. Mr. Wong was a Partner and attorney at an AV preeminent-rated law firm in San Francisco for over a decade. He has also held managerial, officer, and executive leadership positions at global financial institutions and medical corporations, including as Senior Vice President of Business Strategy and General Counsel.
Mr. Wong received a Bachelor’s Degree from University of California at Berkeley, a Juris Doctor Degree from University of San Francisco School of Law, Professional Certificates from Harvard Business School and Harvard Law School, and a Healthcare Certificate from Cornell University. Mr. Wong received distinctions as a Recipient of the American Jurisprudence Award, Law Review Editor, and published author in legal and medical journals.
Mr. Wong is a fourth-generation Californian and comes from a family of dedicated physicians, including his father, brothers, and numerous extended family members.
